The Lagos State Government has officially blacklisted 176 estate developments for lacking the mandatory layout approvals required under the state’s planning laws. Affected estates are concentrated in Eti‑Osa, Ajah, Ibeju‑Lekki, and Epe. Developers have been given 21 days to regularize their documentation or face enforcement actions.
In a statement issued by the Ministry of Physical Planning and Urban Development, its spokesperson, Mukaila Sanusi, revealed that the estates were identified through a recent statewide audit and officially listed on Monday, August 4, 2025.
Permanent Secretary Oluwole Sotire warned that these unapproved developments undermine Lagos’s sustainable-growth framework and violate the state’s urban development strategy under the T.H.E.M.E.S+ agenda. He emphasized that operating without approved layouts jeopardizes infrastructure planning and resident safety.

Sotire added that the exercise is part of the Ministry’s statutory role to ensure estate development is orderly, resilient, and aligned with Lagos’s smart-city vision. He also reminded real estate practitioners to register with the Lagos State Real Estate Regulatory Authority (LASRERA), which oversees compliance in the sector.
